PORTSMOUTH, Va. (WAVY) — Traditionally, the sight of a plane descending towards the Elizabeth River hasn’t been a welcome one, but that’s beginning to change.
For more than a year, Coastal Seaplanes has navigated around barges, ferries and military vessels to take off and land in the federal channel running between Norfolk and Portsmouth.
