James City County Residents Can Apply for Emergency Heating Assistance Starting November 1

Starting November 1, 2025, the Virginia Department of Social Services (VDSS) will accept applications for crisis assistance. This program supports households with emergency heating needs during the colder months. It is part of the federally funded Low Income Home Energy Assistance Program (LIHEAP), which helps low-income households with home energy costs.

The application period for crisis assistance runs from November 1, 2025, to March 15, 2026. Eligible households can apply for one-time heat security deposits and for the repair or purchase of heating equipment. From the first workday in January 2026 through March 15, 2026, applications will also be accepted for the purchase of home heating fuel and payment of heating utility bills.

To qualify, applicants must live in the locality where they apply, be responsible for heating or cooling expenses, and have a gross monthly income within program limits. For example, the maximum gross monthly income is $1,956 for a one-person household and $4,018 for a household of four…
