CHESAPEAKE, Va. — A lawsuit filed this month in U.S. District Court alleges chronic understaffing in Virginia’s correctional institutions has led to at least two deaths, including at least one of an inmate at the Indian Creek Correctional Center in Chesapeake.
The plaintiffs in the lawsuit are Dawn Hall, the widow of correctional officer Jeremy Lewis Hall, who died in an attack by an inmate on Nov. 17 at the River North Correctional Center in Grayson County; and Anthony Kellam, a correctional officer at Indian Creek.
