PORTSMOUTH, Va. (WAVY) — A crash involving at least two vehicles occurred Thursday afternoon near the intersection of Court Street, just outside of WAVY in Portsmouth.
It was near the on-ramp to the I-264 Downtown Tunnel.
There was a significant response from emergency personnel at the scene.
