Why are flags at half-staff in Virginia on Saturday?

NORFOLK, Va. — Virginia Gov. Abigail Spanberger on Friday ordered flags across the Commonwealth to be lowered to half-staff in honor Lt. Col. Brandon Shah, who was shot and killed by a gunman on Old Dominion University campus in Norfolk on Thursday.

In an official order, Spanberger directed that both the United States and Virginia state flags be flown at half-staff on all state and local buildings and grounds on Saturday, March 14, 2026.

An ROTC instructor at ODU, Shah was killed, and two others were injured Thursday morning when a gunman opened fire at Constant Hall. ODU President Brian Hemphill called Shah “a revered leader and heroic protector even in his final moments. He was a shining example for his students and all Monarchs.”…
