Two Norfolk city employees face charges in cases involving public resources

NORFOLK, Va. (WAVY) — Two City of Norfolk employees are facing charges in separate cases involving the alleged misuse of public resources, according to court documents.

In one case, Vontina Laws, who documents say is a microcomputer systems analyst, is accused in connection with an alleged embezzlement involving taxpayer-funded cell phones.

Court records show Laws oversaw city-issued cell phones. An audit found 59 phones ordered for the Norfolk Police Department were never turned over. Investigators say the phones were later activated by unknown users and incurred charges, including some international activity…
