PORTSMOUTH, Va. — A Portsmouth native and former vice mayor on Monday declared her candidacy to return to Portsmouth City Council.
Lisa Lucas-Burke made the announcement in front of about 30 supporters at the Lucas Professional Center on County Street. The gathering included her mom, Sen. L. Louise Lucas.
Lucas-Burke served on City Council from 2017 to 2025, being selected as vice mayor from 2019 to 2020 and again from 2022 to 2024. She stepped down from her seat to run for mayor in 2024 but lost to Shannon Glover…
