Novato housing project stalls over contamination question

The Novato City Council has delayed a decision on a proposed housing project downtown while the developer confirms the site is free of hazardous materials contamination. The council voted last week to approve a “tolling agreement,” or deadline extension, with the developer of the property at First Street and Grant Avenue. The city, which had statutory deadline of Oct. 1 to act on the development proposal, now has up to 18 months more.
