The rural site of a massive fireworks fire and explosion this week near Sacramento was not permitted to store fireworks, authorities told NBC affiliate KCRA.
A planning commission confirmed to the TV station that the property, where seven people are still unaccounted for after the blast Tuesday that leveled the building, is zoned only for agricultural equipment storage.
