Contra Costa Wins $43.7 Million for New Mental Health Facility — County Says Funds Are Locked In

Contra Costa County has been awarded $43.7 million in state funding to build the Delta Recovery Center, a new behavioral health treatment facility aimed at expanding critical services in East Contra Costa.

The funding comes from California’s Behavioral Health Continuum Infrastructure Program, a statewide initiative supported by Proposition 1. The Delta Recovery Center is one of three projects in the county to receive a portion of the state’s $98 million grant package.

The facility will include:

  • A 16-bed Mental Health Rehabilitation Center for adults with serious mental illness.
  • A 16-bed Transitional Residential Social Rehabilitation/Adult Residential Treatment Facility providing short-term housing and recovery services.

The new center aims to reduce long wait times and long-distance travel for East County residents in need of behavioral health treatment.

Location Change

Originally planned for a site on Delta Road in Oakley, the facility will now be located on county-owned land near the Antioch-Oakley border, close to Highway 4.
