PG&E and CPUC to Hold Public Forum About 2027 Rate Change Application

Pacific Gas and Electric Company (PG&E) and the California Public Utilities Commission (CPUC) are holding Public Participation Hearings about PG&E’s 2027 General Rate Case application, which proposes a 3.5% average annual rate increase between 2027 and 2030. PG&E states that the increase is designed to fund safety, reliability, and climate resilience projects.

On May 15, 2025, PG&E filed its 2027 General Rate Case application outlining its forecasted costs to operate, maintain, and improve its electric and gas systems. If approved by the CPUC, this proposal would result in a $1.237 billion revenue increase for 2027 and additional increases of $1.014 billion (2028), $1.075 billion (2029) and $1.143 billion (2030). These funds will be used to support critical upgrades, including wildfire safety measures, clean energy expansion and grid improvements for a more reliable system.

How could this affect your monthly bill?

Alameda residents do not get electric power from PG&E—all our electricity comes from Alameda Municipal Power, a nonprofit and municipally owned provider—so any increase in PG&E’s electricity rates will not affect us. However, our natural gas is provided by PG&E.

Based on rates in effect at the time of filing, the gas bill, including the average monthly climate credit, for a typical Non-CARE bundled residential customer averaging 31 therms per month would decrease from $83.86 to $83.32, or -0.6% in 2027, and then increase from $83.32 to $86.38, or 3.7% in 2028, from $86.38 to $89.63, or 3.8% in 2029, and from $89.63 to $92.94, or 3.7% in 2030.

Actual impacts will vary depending on usage and are subject to CPUC regulatory approval.

How does the rest of the process work?

This application has been assigned to a CPUC Administrative Law Judge who will consider proposals and evidence presented during the formal hearing process. The Administrative Law Judge will issue a proposed decision that may adopt PG&E’s application, modify, or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting.
