Man shot by Richmond detective on Interstate 80 identified by California DOJ

Authorities have identified the man killed in an officer-involved shooting on Interstate 80 last month as Luis Angel Torres Rivera, according to the California Department of Justice.

Torres Rivera was shot on January 22, 2025, during an encounter with a Richmond police detective on westbound Interstate 80 near the Highway 4 interchange, authorities said. He was transported to a local trauma center, where he later died.

The Richmond Police Department said a detective traveling westbound on I-80 shortly after 7 a.m. encountered a gold Nissan sedan stopped and blocking the far left lane of traffic.
