I would like to have the residents of The Villages engage in a discussion about whether or not they feel the current form of government that controls how The Villages operates should be changed. Currently, The Villages operates as a group of independent Community Development Districts (CDD) formed under Florida Statute Title XIII, Chapter 190. In that Statute it has an interesting statement that says “It is in the public interest that any independent special district created pursuant to state law not outlive its usefulness …”
There is a special District, Village Center Community Development District (VCCDD), that has the responsibility of providing support services for all of the other Districts. The VCCDD’s management staff is selected by the Developer (the Morse family) and therefore has a loyalty to the Developer. The reason for my request for residents to discuss this issue is because I feel the current form of government is not responsive to the residents and does not provide for uniformity throughout The Villages.
The Villages’ logo is “Florida’s Friendliest Hometown”, with emphasis on the word Hometown. The Villages is NOT a town as defined in Florida’s Statute Title XII, Chapter 165. I didn’t realize when I moved here that The Villages had such a convoluted form of government and did not conform to the more conventional type of city government I was used to.
