I do not agree with anonymous complaints in The Villages. There should be on record the names of every person who files a complaint in order to identify individuals who file them as a “hobby.”
When an individual resident receives a complaint notice regarding “a compliance issue” that exists with many other homeowners as well, it is discrimination to single out that one resident. The rules of compliance are supposed to pertain to everyone. If The Villages, Developer, or whoever created the regulations, can’t monitor the restrictions and hold all residents to the guidelines, that is on them. If you create rules you have to apply them to everyone, not just select individuals.
