I believe the Multi-Modal Path Discussion Group should prioritize their tasks to be more effective. It seems like they are getting “the cart in front of the horse” when they want to spend time talking about rules for the MMTPs and who should be allowed to use them. Instead, I think they should find answers to the following questions:
1. What are the consequences for not following the rules for using the MMTPs?
2. Who will enforce the rules and how will they enforce them?…
