Clearly, there are actually two problems with our system in The Villages:
1. Anonymous reporting.
2. Selective enforcement.
If you rule against one party as a violation of reasonable public standards, then everyone in The Villages should have to abide by them.They are either the standards for the entire community of The Villages or they aren’t. I have a long history of serving on the board of directors of a then-relatively new community and as a member of our architectural standards committee. Neither is a fun job. The courts will rule against you if an act appears arbitrary and capricious. You can count on it.
