Norman City Council was set to vote on a $1 million plan to build an overnight shelter to address homelessness this week, but that was abruptly taken off the agenda. Norman Mayor Larry Heikkila said he wants the city’s homeless shelter moved out of the downtown area, and he doesn’t think the city should be paying big money to do it.
