COUNCIL BLUFFS, Iowa (WOWT) – Council Bluffs Police arrested two people Friday afternoon on child endangerment warrants following a standoff. CBPD says officers observed Vaughn White, 31, and Brittany Desantiago, 26, both of Council Bluffs, enter an apartment on Avenue C around 1:30 p.m. and attempted to call them out.
