OMAHA, Neb. (WOWT) – A new warming center will open Monday in Council Bluffs as winter weather settles into the area, offering homeless individuals a place to stay safe and access resources.
New Visions Homeless Services is preparing to open the center near 16th and Avenue I. The organization said it is seeing an increase in street-level homelessness.
