COUNCIL BLUFFS – A work release resident in Council Bluffs, is facing an escape charge after authorities said he failed to return to a residential facility on time.
Court records show Joseph Cody Foster, 37, of Shambaugh, was booked March 18, 2026, in Pottawattamie County on a charge of escape from custody, a misdemeanor.
According to a criminal complaint, Foster was assigned to work release and required to reside at the Residential Correctional Facility (RCF) at 900 9th Avenue in Council Bluffs.
