COUNCIL BLUFFS, Iowa (WOWT) – A former Mayor and City Councilmember in Council Bluffs has passed away.
Samuel F. Irwin, who was appointed Mayor Pro-Tem in 1986, serving as mayor in 1987, and later served as a City Councilmember from 1988 to 1995, passed away on April 8, 2026. He was 83 years old.
He also served on the Lewis and Clark Restoration Committee, was a member of the Council Bluffs School Board Facilities Committee, and instituted the Mayor’s Broadway Clean-up program…
