Jackson Heights Middle School — Prior E-Bike Enforcement Operation
Oviedo city leaders are weighing a sweeping new set of rules for bicycles, e-bikes, motorized scooters, skateboards and other micromobility devices, including a 10 mph speed cap on some sidewalks and shared-use paths. The proposal, which also bans riders from wearing headphones or earbuds while operating the devices, goes before the Oviedo City Council for discussion Monday.
The draft ordinance would require pedestrians to have priority on sidewalks and shared-use paths, and it would fine repeat offenders escalating amounts: a first violation could bring a warning or a fine of up to $50, a second violation within 12 months up to $100, and a third or subsequent violation within the same window up to $250, according to WESH 2. The ordinance carves out an exemption for hearing aids and similar devices from the headphone and earbud ban. Per a city memo cited by the station, the proposed rules would have no budget impact.
Safety, Not Punishment, City Says
Oviedo Mayor Megan Sladek said the proposed rules are primarily about safety, and that the goal is to establish interim guidelines until broader, more uniform regulations become available at the county or state level. Sladek said the rules would serve as a baseline until then, according to the same WESH 2 report.
