ORLANDO, Fla. – Tropical Storm Joyce formed in the Atlantic on Friday, just hours after Helene made landfall as a strong Category 4 hurricane in the Florida Big Bend Region. The National Hurricane Center in its 11 a.m. advisory said the storm had maximum sustained winds of 40 mph and was moving northwest at 13 mph.
