Section 8 housing assistance is in high demand, and most local waitlists are closed for months—or even years. But several housing authorities across the U.S. have reopened their Housing Choice Voucher (HCV) waitlists this May. Here’s where to apply and how to increase your chances.
Where is the Section 8 waitlist open now?
As of May 10, 2025, these cities and counties have confirmed open waitlists for the Housing Choice Voucher program:
- Orlando, Florida – Open from May 6 to May 13
- San Diego County, California – Open through May 17
- Dallas, Texas – Opens May 13 through May 17
- Cook County, Illinois – Open until May 20
- Denver, Colorado – Accepting online applications through May 15
These openings are often brief, and most use random selection lotteries—not first-come, first-served. Check with specific authorities for details.
How to apply for Section 8 during an open window
Each local Public Housing Agency (PHA) has its own application process, but most now use online portals. To apply:
- Visit the PHA’s official website
- Create an account or log in
- Complete all required information — household size, income, assets
- Upload documents if requested
- Submit before the closing deadline
Tip: Save or print your confirmation page. You may not receive another update until the lottery is run.
Who qualifies for Section 8?
While qualifications vary slightly, the basic federal requirements include:
- Income below 50% of the Area Median Income (AMI)
- U.S. citizenship or eligible immigration status
- Clean background check for certain criminal activity
PHAs may give preference to:
- Seniors or disabled individuals
- Homeless families
- Veterans
- Local residents
Check each agency’s preferences before applying.
What happens after you apply?
Most agencies use a random lottery to select applicants. If chosen, you’ll be placed on the waiting list and contacted when a voucher becomes available. If not, you may need to wait for the next application window.
You can apply to multiple waitlists nationwide , as long as you meet each agency’s requirements.
More waitlists may open soon
Mid-month is a common time for PHAs to announce new openings. If you missed these, watch for updates from major cities like:
- Atlanta
- Phoenix
- Detroit
- Las Vegas
