Orange County Approves Additional Funding for Two Affordable Housing Developments

Two new affordable housing communities in Orange County will receive additional financial support following a vote by the Orange County Board of County Commissioners on August 28, 2025.

Commissioners approved impact fee exemptions for Barnett Villas, a 156-unit apartment community in Pine Hills nearing completion, and Enclave at Canopy Park, a 104-unit development under construction in Holden Heights. Both projects are reserved for low-income households earning no more than 80% of the area median income.

Funding Details

  • Barnett Villas is expected to open in early 2026. The project will benefit from a $2.2 million impact fee exemption, adding to the $9.3 million already allocated by the County through its Affordable Housing Trust Fund and the American Rescue Plan Act.
  • Enclave at Canopy Park, scheduled to open in the second quarter of 2026, will receive a $1.3 million impact fee exemption, in addition to the $3 million in County funding already committed through the Affordable Housing Trust Fund.
