Florida law enforcement arrests final suspect in major drug-trafficking operation

FORT MYERS, Florida — The Florida Department of Law Enforcement (FDLE) has apprehended the last suspect in Operation 13 Tiers, a comprehensive investigation targeting the SUR 13 gang.

Efren Berumen, a 42-year-old resident of Kissimmee, was arrested on February 7 in Osceola County on charges including conspiracy to traffic methamphetamine and fentanyl, according to a press release from the FDLE. The investigation, which began in July 2021, uncovered that the SUR 13 gang was involved in narcotics trafficking across Southwest Florida, with gang leader Carlos Martinez orchestrating operations from prison.

In 2022, arrest warrants were issued for Martinez and 23 associates on charges such as conspiracy to commit murder and racketeering. Berumen, identified as the 25th suspect, had remained at large until his recent arrest, facilitated by the Osceola County Sheriff’s Office.
