The largest Florida Department of Environmental Protection fine issued in the last decade for stormwater infractions has not proven enough to deter Santa Rosa developer Kip Walker from continuing to flaunt state and local regulations at construction sites within the Avalon Beach subdivision near Milton.
Arrest records indicate that on July 1, the day before FDEP presented a consent decree ordering Walker to shell out $197,250 for actions taken by his company, Hanley Holdings NWFL, in developing along Damon Drive in Avalon Beach, he was taken into custody for new environmental violations.
Walker is charged with failing to obtain a National Pollutant Discharge Elimination System Construction permit for storm water discharge or an environmental resource permit required for dredging and filling wetlands.
