Orange Beach toddler held in Mexico: hopeful signs of kidnapped child’s return

ORANGE BEACH, Ala. (WKRG) — Orange Beach toddler Kionii Haugen, 3, is being held by the Mexican government as part of an investigation. Her mother, Haley Harris, was arrested in Mexico last month on federal kidnapping charges.

“What I’ve been given as information is she is okay, she’s happy, she’s healthy,” said Kionii’s dad, Bryce Haugen, when we spoke with him on Thursday.

During that conversation, he received a phone call from Congressman Barry Moore’s office. The congressman became aware of the situation earlier in the day. By Thursday night, “rapid and positive movement” had been made in the case by the U.S. Embassy in Mexico City.

It was the first piece of good news the young father had received in almost two weeks. “That’s my world,” said Bryce, as he shared photos of his daughter. “She is everything that keeps me going.”

The toddler’s mother had been living in Washington state for most of the last year while Kionii lived in Orange Beach with her Dad.

Court documents show Harris showed up in Orange Beach on Sept. 21, packed up the child’s belongings, and took her. Twenty-four hours later, she and the child were in Mexico…
