Councilmember Jamie R. Gauthier’s 3rd District office is recruiting a full-time Zoning and Community Development Representative to serve as the primary point of contact for residents on zoning, land use and development issues in West and Southwest Philadelphia. The position pays $60,000 a year.
The job posting, published on Philadelphia City Council’s website, describes a broad portfolio that includes constituent casework, community outreach, policy research and testimony before city boards. Applications are due by Sept. 30, 2026, and interviews will be scheduled on a rolling basis.
While the position is based in the 3rd District, which covers parts of West and Southwest Philadelphia rather than the Northeast, the hire reflects a model of council-office staffing that Northeast residents may see replicated in their own districts as zoning and development pressures grow across the city.

The new representative will report to the office’s Director of Equitable Development and manage constituent inquiries on topics ranging from property research and zoning permits to vacant land acquisition, code enforcement and public infrastructure.
