Dubbed “Operation Spark Plug,” the investigation was spearheaded by the Delaware County Narcotics Task Force with assistance from the Pennsylvania State Police, Delaware State Police, the Camden County, New Jersey District Attorney’s Office, the DEA, and the FBI. Authorities seized over 8 kilograms of cocaine, nearly $100,000 in cash, multiple luxury vehicles, and firearms, prosecutors said.
The following individuals were arrested:
- Shawn Payne, 53, Sicklerville, NJ
- Lydell Heyward, 49, Philadelphia, PA
- Amir Colder, 45, Claymont, DE
- Shamar Campbell, 35, Upland, PA
- William Johnson, 64, Chester, PA
- Marece Scott, 39, Chester, PA
Investigators say Campbell was the alleged ringleader, securing large cocaine supplies for resale throughout the Delaware Valley. Authorities conducted wiretaps and controlled buys, allegedly documenting Campbell making over 40 drug sales in Chester between October 2024 and January 2025.
Surveillance and phone intercepts eventually led investigators to a deal between Colder and Heyward in Philadelphia, officials said. When police attempted to stop Colder’s vehicle as he returned to Delaware, he allegedly threw the cocaine onto the highway before eventually stopping in New Castle County…
