On a humid spring evening just before 6:45 p.m. on May 21, the normally bustling corner of Mutter and Somerset Streets in North Philadelphia’s Fairhill neighborhood fell silent as shots rang out, leaving 25-year-old Bruce Harry Garcia dead and two officers shaken.
