Neglected dogs found in extreme heat at property in North Philadelphia

Authorities have launched an investigation into a case of animal neglect after two dogs were found left outside in extreme heat with no shelter in the yard of a North Philadelphia property.

According to the Pennsylvania SPCA (PSPCA), their Animal Law Enforcement team received tips from the public to check out a property on the 1200 block of West Russell Street on Monday, July 28, 2025.
