It’s a community that, neighbors said, was in crisis.
For years, Geraldine Brown, who lives near the intersection of 52nd and Arch streets in West Philadelphia, said her community has been a hotspot for crime.
“You hear the gunfire. Everybody ducking down in their own homes, because you don’t know if a stray bullet is going to come in their homes. It was just so incredibly scary,” she said of the fear the community had previously felt…
