Police are investigating after a decomposing body was discovered inside a stolen vehicle late Tuesday night in North Philadelphia.
Officers responded around 10:30 p.m. to the 200 block of North Bambrey Street after neighbors reported a foul odor coming from a parked Dodge Charger.
