The incident began on the 900 block of North Watts Street, Philadelphia, at 7:14 a.m., when the Philadelphia Sheriff’s Office attempted to serve a domestic assault warrant on Joseph Cini, 35, police said.
Cini fled the scene in a Nissan Maxima, traveling eastbound on Girard Avenue from Watts Street, police said.
