Steven Randolp Edler, 34, of Philadelphia, was arrested after Westtown-East Goshen Regional Police were called to Chester County Hospital around 9 p.m. on Monday, Dec. 23, where a 31-year-old man was being treated for an assault, according to investigators.
The victim, who is non-verbal and has cerebral palsy, showed a recent injury to the left side of his body, police said. More than two dozen marks were observed, and officers determined the injuries were consistent with being struck by a looped cable, according to the release.
Investigators learned the man lives at an assisted-care facility in 1600 block of Margo Lane in West Chester, East Goshen Township, and was under Edler’s care at the time of the assault at the facility, police said…
