Amtrak Bribery Scheme Sends Four Executives to Prison, Orders Over $2 Million in Restitution

Philadelphia, PA. — A federal investigation by the Amtrak Office of Inspector General has resulted in prison sentences and more than $2 million in restitution for four executives of a masonry restoration firm involved in a long-running bribery scheme tied to work at Philadelphia’s 30th Street Station.

Khaled Dallo, a vice president at the firm, was sentenced on November 21, 2025, to two months in prison, one year of probation, 120 hours of community service, and a $20,000 fine. He was also ordered to jointly pay more than $2 million in restitution after pleading guilty to conspiracy to commit federal program bribery. Dallo was the final defendant sentenced in the case.

According to prosecutors, Dallo and three other senior executives conspired to bribe a former Amtrak project manager with approximately $323,686 in vacations, jewelry, cash, meals, entertainment, and transportation.
