Philadelphia to temporarily ban unlicensed puppy breeding

Philadelphia City Council passed a bill Thursday that will temporarily ban unlicensed puppy breeding, in an effort to ease overcrowding at the city’s main animal shelter.

The Animal Care and Control Team of Philadelphia will start enforcing the new law in three months.
