Questions of integrity rise as water levels fall

PHOENIX The Central Arizona Project board voiced disagreement earlier this month over whether federal water reclamation plans are fair to Arizona and other lower basin states.

The CAP board, also known as the Central Arizona Water Conservation District, argued the new guidelines presented by the Federal Bureau of Reclamation unfairly targeted the three lower basin states: Arizona, California and Nevada.
