On September 17, 2026, at approximately 8:29 a.m., the 60-year-old allegedly used a silver/gray older-model Chevrolet 2500-style pickup fitted with red-and-blue emergency-style lights mounted on the dashboard. He pulled over a silver Tesla sedan on southbound Interstate 17 near Dove Valley Road in north Phoenix.
The Tesla carried an adult male driver and an adult female passenger.
