PHOENIX (3TV/CBS 5) – A police situation has closed a portion of a busy street in east Phoenix. The incident happened around 11:15 a.m. in the area of 52nd and Van Buren streets. Video from the scene shows a portion of an apartment complex parking lot taped off with numerous Phoenix police officers on scene.
