PHOENIX (AZFamily) – A heavy police presence blocked a major roadway in central Phoenix for hours on Wednesday, but has since been resolved. Officers responded to a community building near 16th Street and McDowell Road for reports of a possible suicidal person who was armed. Negotiations continued until about 2:45 p.m. when police say the situation was safely resolved.
