Phoenix council could limit healthcare for homeless people in parks

PHOENIX — The Phoenix City Council is scheduled to vote Wednesday on new regulations that healthcare advocates warn could prevent medical providers from delivering potentially life-saving services to homeless people in city parks.

The proposed ordinance would require organizations like Circle the City, a Phoenix-based nonprofit that provides healthcare to people experiencing homelessness, to obtain special activity permits before entering city parks to deliver medical services.
