Mesa group home runaway and other’s deaths prompt series of state bills

Emily Pike, 14, was dismembered and discarded in trash bags after running away from a Mesa group home. Pregnant Zariah Dodd, 16, was fatally shot in the head and 10-year-old Rebekah Baptiste died from prolonged reported abuse.

All three were either under the care of, or had contact with, the state Department of Child Services.
