PHOENIX (AZFamily) — A multi-billion-dollar development billed as a “city within a city” has officially broken ground in the north Phoenix area, positioning itself as a major companion project to Taiwan Semiconductor Manufacturing Co.’s expanding Arizona footprint.
The project, called Halo Vista, spans about 2,300 acres and is designed as a large mixed-use community with homes, schools, businesses and a science and technology park.
