A 46-year-old man has been arrested and charged months after a deadly shooting outside a Middle Hill convenience store, with court documents alleging that surveillance video captured him stalking his victim in the moments before opening fire. Orlando Williams faces several charges connected to the death of 35-year-old Phillip Griffin, who was shot multiple times outside Ann’s Market on Webster Avenue last November and died at the hospital less than 30 minutes later.
According to WTAE, Pittsburgh police were dispatched after a ShotSpotter notification detected six rounds fired just after 6 p.m. on November 26, 2025, outside the store. Surveillance video reviewed by investigators reportedly captured the moments leading up to the shooting at the corner of Webster and Somers Street, showing Griffin walking away from the store before he was gunned down. Per court documents, Williams allegedly walked parallel to Griffin while stalking him, then fired multiple rounds toward him. Griffin, who lived in McKees Rocks, was found lying in the street after being shot, and paramedics attempted life-saving measures before he was taken to the hospital, where he died.
Store Surveillance Filled In the Timeline
Earlier reporting from WPXI detailed how Griffin had been inside Ann’s Market buying a snack and talking on his phone for roughly three minutes before he walked out onto Webster Avenue, where he was shot as the gunman fled down Somers Street. That timeline, pieced together from store surveillance and police statements, helped investigators visualize the attack well before Williams was identified and taken into custody months later.
Pittsburgh’s Action News 4 reported the arrest and said it plans to provide more information on the case as it becomes available.
