Allegheny County leaders have announced a new strategy they say could reshape how residents struggling with substance use disorders receive treatment and support.
The new Allegheny Recovery Partnership Plan, unveiled Sept. 9 by the county’s Department of Human Services, is designed to shift the local treatment system away from short-term, crisis-driven care and toward long-term recovery support. County officials say the goal is to keep people connected to treatment after they leave rehab, reducing the likelihood that they will return to treatment facilities, emergency rooms or the criminal justice system.
According to the county, nearly two-thirds of admissions to residential treatment programs are readmissions. Officials also found that among people discharged from residential treatment between 2018 and 2025, 60% visited an emergency room within a year, 40% returned to residential treatment, 25% were booked into the county jail and 2.6% died…
