Allegheny County Expands Winter Shelter Services for Local Residents Experiencing Homelessness

The Allegheny County Department of Human Services (DHS) in Pittsburgh has announced its plan to support people experiencing homelessness during the winter months. Erin Dalton, Director of DHS, stated that the 2025-2026 winter shelter program will increase shelter capacity, extend service hours, and provide additional resources. The plan will run from November 15, 2025, to April 30, 2026.

It will include a network of providers and facilities across Allegheny County, offering more than 600 beds for single adults. Shelters will provide overnight and daytime accommodations, hot meals, and access to services such as medical care, counseling, and case management.

Shelters and daytime supports will be available every day during the winter. Second Avenue Commons (2AC) will continue its expanded daytime hours from 7:00 AM to 7:00 PM, seven days a week. The 2AC Engagement Center and other drop-in locations will be open to anyone seeking assistance. A list of these centers is available on the county’s shelter website…
