GARLAND, Texas — The Garland Police Department is investigating an incident involving a driver who exhibited unusual behavior before fleeing from officers and jumping into Lake Ray Hubbard. The driver has been identified as 30-year-old Jose Andrew Ybarra, of Mt. Vernon, Texas.A Garland officer observed Ybarra’s vehicle driving suspiciously on the eastbound service road of East I-30 Highway and Bass Pro Drive just before 10:30 p.m. on March 5. The vehicle stopped on the roadway and began reversing, prompting the officer to activate emergency lights to investigate, according to a press release from the Garland Police Department.
