North Texas $1B lagoon development gets default notice from city

ROWLETT, Texas — The future of a $1 billion North Texas lagoon development remains unclear after city officials in Rowlett issued a default notice to the developers this week.

The Sapphire Bay project initially broke ground on the shores of Lake Ray Hubbard in 2019, but Rowlett Mayor Jeff Winget said in a release Wednesday that the project “has remained stagnant for far too long” and that the city wanted to “take action that will help spur progress on the peninsula.”

The initial project included plans for a lagoon-anchored mixed-use development — to include a resort, conference center, marina and beach club — just south of Interstate 30 and Dalrock Road…
